They did "pop" you can see that the hulls split

1/2 cup popcorn

2-1/2 cups water

1 T butter

1 t salt

Bean Mode in Instant Pot on high, 2 hours, seal

It got soft like chickpeas. 

But still not edible cause of the hard hull.
